Accounting of carbon sequestration and tradeoff under various climatic scenarios in alternative agricultural system: a comprehensive framework toward carbon neutrality

IntroductionThe increase in atmospheric CO2 concentration, which mainly is attributed to fossil-fuel combustion and deforestation, is often suggested as one of the prime causative factors toward accelerated global warming. This commends for sequestration of atmospheric carbon under terrestrial systems to partially offset fossil-fuel emissions. Concerning the same, agricultural sector presents an extensive opportunity, especially for countries such as India where over 55% of the population is engaged in the agriculture sector.MethodsSequestering atmospheric carbon in agriculture requires the adoption of climate-resilient alternative agriculture practices without compromising food security. The deliberated study highlights the options of alteration in current conventional farming practices and its economic evaluation for sequestrating carbon under two Climate Change (CC) scenarios, viz., RCP 4.5 and 8.5, over three temporal scales, i.e., 2020, 2030, and 2050. Considering the current land-use pattern and existing growth rate in land-use shifting, three land-use policies, namely, Business as Usual (BaU), Optimistic, and Pessimistic scenario, integrated with CC scenarios were contemplated. Six possible futuristic scenarios were generated for the assessment of carbon sequestration and its valuation following the Integrated Valuation of Ecosystem Services and Tradeoff (InVEST) model.ResultsThe results suggested that across the studied region adopting an optimistic policy over BaU and pessimistic scenario, carbon can sequestrate an additional 0.64 to 1.46 Mt. (2.35 to 5.36 million ton CO2e) having an economic value of 193.4 to 504.8 million USD.ResultsMoreover, the outcomes of the study are advocated for the policy of carbon credit in the agriculture sector, which shall contribute toward meeting various nationally determined contributions (NDCs) and sustainable development goals (SDGs) as well.

Strengthening Blue Carbon Ecosystem Governance in Indonesia: Opportunities for National Determined Contributions

Purpose: This study analyses the institutional management of blue carbon ecosystems in Indonesia. With transparent governance, blue carbon can be an effective tool to accelerate the achievement of NDC targets.   Methode: This empirical juridical research applies a participatory approach involving discussions and interviews with several related parties. It also uses statutory and conceptual approaches. This paper presents a new construction of blue carbon ecosystem governance in Indonesia.   Result and Conclusion: The overlapping authority between the Ministry of Environment and Forestry and the Ministry of Maritime Affairs and Fisheries is resolved by applying the legal principles lex specialis derogate legi generali and lex posteriori derogate legi inferiori. To achieve ideal institutional governance of mangrove management, there is a need for a cooperation scheme between sectors of government agencies, namely between the Ministry of Maritime Affairs and Fisheries, the Ministry of Environment and Forestry, and the non-structural institution Peat and Mangrove Restoration Council.

Seoul National University's Energy Consumption and Greenhouse Gas Emissions Characteristics in Preparation for the 2050 Carbon Neutrality Transition and the 2030 NDC

In this study, the characteristics of energy consumption and greenhouse gas emissions at Seoul National University (SNU) were presented, and Energy·Greenhouse Gas Balance Model of University Campus was proposed based on this analysis. Additionally, the conditions and features required to achieve SNU's 2030 National Determined Contribution (NDC) goals in the building sector and aim for a carbon-neutral campus by 2050 were examined. The Energy·Greenhouse Gas Balance Model of University Campus is expected to be beneficial for preparing nationwide universities for the transition to carbon-neutral campuses. As of 2021, SNU emitted approximately 141 kilotons of CO<sub>2eq.</sub>, with a greenhouse gas emission ratio of around 8:2 for electricity and gas usage. The total energy consumption at SNU was 809 GWh (69,600 TOE), considering conversion losses, and the electricity usage was 659 GWh. The actual energy consumption on the SNU campus included 247 GWh of electricity and 151 GWh of gas and petroleum usage. Energy consumption in SNU, particularly in engineering and science research facilities, accounted for 46% of the overall energy consumption, emphasizing the need for greenhouse gas reduction through understanding the energy usage characteristics of these facilities. To achieve SNU's goals of reaching the 2030 NDC building sector targets and a carbon-neutral campus by 2050, it is crucial not only to enhance overall energy efficiency and manage total energy consumption but also to decarbonize the electricity used at SNU.

A Critical Analysis of Morocco’s Green Hydrogen Roadmap: A Modelling Approach to Assess Country Readiness from the Energy Trilemma Perspective

Morocco, despite its heavy reliance on imported fossil fuels, which made up 68% of electricity generation in 2020, has recognised its significant renewable energy potential. The Nationally Determined Contribution (NDC) commitment is to reduce emissions by 45.5% from baseline levels with international assistance and abstain from constructing new coal plants. Moreover, the Green Hydrogen Roadmap aims to export 10 TWh of green hydrogen by 2030, as well as use it for local electricity storage. This paper critically analyses this Roadmap and Morocco’s readiness to reach its ambitious targets, focusing specifically on an energy trilemma perspective and using OSeMOSYS (Open-Source energy Modelling System) for energy modelling. The results reveal that the NDC scenario is only marginally more expensive than the least-cost scenario, at around 1.3% (approximately USD 375 million), and facilitates a 23.32% emission reduction by 2050. An important note is the continued reliance on existing coal power plants across all scenarios, which challenges both energy security and emissions. The assessment of the Green Hydrogen Scenarios highlights that it could be too costly for the Moroccan government to fund the Green Hydrogen Roadmap at this scale, which leads to increased imports of polluting fossil fuels for cost reduction. In fact, the emission levels are 39% higher in the green hydrogen exports scenario than in the least-cost scenario. Given these findings, it is recommended that the Green Hydrogen Roadmap be re-evaluated, with a suggestion for a postponement and reduction in scope.

Carbon Pricing Policy to Support Net Zero Emission: A Comparative Study of Indonesia, Finland and Sweden

The Nationally Determined Contribution (NDC) of Indonesia in the Paris Agreement targeted emission reductions of 29% on its own and 41% with international cooperation in 2030, followed by Net Zero Emissions (NZE) in 2060. To achieve NZE, Indonesia enacted a carbon tax policy on April 1, 2022. The 2022–2024 carbon tax is limited to Steam Power Plants and will be imposed on other sectors by 2030. This research examines the ratio legis of carbon cost policies in Indonesia and compares the core of carbon tax policies in Indonesia with Sweden and Finland. Indonesia is starting to implement a Carbon Pricing policy under the ‘Cap-and-Tax’ scheme. The Cap scheme will be a means to force changes in the business culture in Indonesia, so the companies will pay attention to and reduce the carbon emission produced to avoid paying penalties for carbon exceeding the limits. Meanwhile, the Carbon Tax will provide economic resources to Indonesia to develop environmentally friendly technologies, fund research on renewable energy, and provide incentives for environmentally friendly businesses during the transition process to a carbon culture in Indonesia. Referring to the results of the comparison of carbon pricing policies in Finland and Sweden, Indonesia can gradually increase the cost of carbon taxes starting from Rp30,000/US$2 per ton CO2 equivalent to US$10 per ton CO2 equivalent. Meanwhile, for the imposition of high carbon tax rates, such as in Finland (US$73.02 per ton CO2 equivalent) and Sweden (US$137 per ton CO2 equivalent), Indonesia must carry out tax reforms, so the applied carbon tax is able to reduce carbon emissions without causing adverse impacts for the Indonesian economy.

Macroeconomic impacts and co-benefits of deep-decarbonization in Thailand

AbstractThe updated Nationally Determined Contributions (NDC) in 2022 of Thailand includes an aggressive GHG emission reduction target of 40% in 2030 from its baseline emissions. However, the macroeconomic impacts and co-benefits associated with reducing GHG emissions are not addressed. This study analyzes the macroeconomic implications and co-benefits of GHG emission reduction in Thailand to achieve the NDC and net zero emission (NZE) targets by 2050 using the AIM/Hub-Thailand model. This paper provides co-benefits for Thailand on ambitious long-term GHG emission reduction targets. Considering the co-benefit analysis in the policy documents will provide holistic insights on the positive impacts of GHG mitigation. Results show that Thailand would have to bear a GDP loss of 7.7% in 2050 compared to the BAU level if the net zero emissions need to be achieved. Fuel switching from fossil fuel to electricity in the demand side and improvement of technologies in the power sector also reduces air pollutant emissions. The increasing dependence on domestic energy supply in the NZE scenario will make the country less vulnerable to the fluctuating prices in the international energy market. In terms of trade-offs, the land use for sustainable biomass in both the NDC and NZE scenarios will be larger than in the BAU scenario. Results show better land use for biomass production and higher yields in agricultural production. Moreover, the achievement of NZE pathway will require effective usage of land area and better use of energy resources, thereby making the country more energy secure.

Water use in a sustainable net zero energy system: what are the implications of employing bioenergy with carbon capture and storage?

Net zero emissions of the global energy and land systems are needed to keep the  temperature increase to the 1.5 degrees limit by 2100 as per the Paris Agreement (PA). Furthermore, updated Nationally Determined Contributions (NDCs) now include a net zero target by 2050 or until 2070. These climate policies require rapid technological development towards renewable energy and low carbon emission technologies like nuclear and carbon capture and storage. However, this transition is water intensive as water is needed in power plants cooling, gasification, carbon capture, hydroelectricity, or emission control. In this study, the focus is done on the first three by using  an integrated assessment model TIAM-FR. It is based on techno-economic linear optimization and includes a water allocation module. Under two climate scenarios, the energy mixes of the world energy system are scrutinized. The results show that achieving net zero requires renewable energy mainly but would use bioenergy with carbon capture and storage. For the 2018-2100 period, water consumption increases by 100.5% for a 1.5-degree pathway whereas an NDC pathway increases it by 135%. The comparative analysis asses the choice of mitigation solutions with respect to regional water scarcity. At the end, a discussion on the relevant sustainable development goals (2, 6, 7, 13, 15) is presented. 

Evaluating climate change scenarios in the white volta basin: A statistical bias-correction approach

This study provides a critical assessment of future climate scenarios in the White Volta Basin (WVB), an area heavily reliant on groundwater resources. With monthly model results for two Shared Socioeconomic Pathway Scenarios (SSP2-4.5 and 5–8.5), seven (7) Coupled Model Intercomparison Project Phase 6 (CMIP6) models with spatial resolution ranging from 1.125° × 2.8° were assessed. The study also considered, three 30-year time intervals, 1971–2013 for the Baseline (historical) climate, the 2020s (2020–2040) 2050s (2041–2070), and the 2080s (2071–2075) for the future climate scenarios. The Climate Change for Watershed Modeling (CMhyd) software was used for bias correction of these models, with observational data sourced from the National Centers for Environmental Prediction's Climate Forecast System Reanalysis (NCEP CFSR) and 12 gridded climate stations. The bias-corrected models validated using R2, NSE, RMSE, PBIAS, and additional metrics, demonstrated good calibration results compared to observed data. Precipitation ensembles showed 97–99% R2, 94–99% NSE, 70–485 mm RMSE, and -9-5% PBIAS. Maximum and minimum bias corrected temperatures performance varied from 95 to 99% R2, 92–99% NSE, 0.01–0.07 RMSE, and 0.01–0.23 PBIAS, Overall, precipitation levels are expected to decline for SSP2-4.5, while under SSP5-8.5 are expected to increase until the 2080s across all scenarios in comparison to the baseline period. Maximum temperature will be considerably high under SSP5-8.5, with an estimated increase of around 4.3 °C/year in comparison to the reference period. The monthly average variation in the maximum temperature ranges from 0.62 to 2.43 0Cunder the SSP5-8.5 scenario. These findings reveal the potential impacts of climate change on agricultural productivity, groundwater recharge, and crucial information for the development of Ghana's National Determined Contributions (NDCs) and National Adaptation Plans (NAPs). Thus, emphasizing the need for comprehensive adaptation strategies to mitigate the climate change impact on water resources and ecosystem services.

Emission Prediction, Global Stocktake, and NDC Update: CO-STIRPAT Dynamic System

This analysis proposes a prediction framework for estimating the probability of fulfilling nationally determined contributions (NDC). The framework using conventional empirical methodology (CO-STIRPAT, bootstrapping sampling, and system dynamics) is employed to project the paths of carbon emissions up to 2030. When the approach is applied to data in the Republic of Korea (ROK) presents that the effect of increasing the share of green energy alone may not be enough to achieve the NDC target by 2030. Additional efforts are required to adopt advanced climate technologies related to carbon intensity and energy efficiency, given the predicted economic conditions until 2030. Alternatively, it may be appropriate for the ROK to slow down the pace at which it raises its NDC. Our prediction framework can provide information that can motivate countries to reevaluate whether the ambition level of its target is compatible with the projected economic conditions and to set more reasonable goals in their subsequent NDCs.

Governing through the nationally determined contribution (NDC): five functions to steer states’ climate conduct

ABSTRACT The Paris Agreement places states’ nationally determined contributions (NDCs) at the center of global climate politics. While previous research on the NDC has provided important suggestions for enhanced legitimacy and effectiveness of global climate governance, I examine the NDC not in terms of its content, but as an instrument for governing climate conduct in the post-Paris regime. By analyzing state submissions to post-Paris NDC negotiations, I identify five functions of the NDC: Progress Tracker, Trust-Builder, Influencer, Differentiator, and Gatekeeper. While the first three functions are informed by a techno-managerial rationality that posits effective climate action as a project of increased information-sharing, the last two highlight underlying political struggles of responsibility and fairness which are not necessarily solvable through intensified collaboration. I argue that these diverging views on the function of the NDC will become increasingly prominent as we move toward the first round of the global stocktake in 2023.

Including SDGs in low-carbon transport scenarios: A case of Udaipur

<p>Transportation is fundamental in shaping urban form and quality of life. The transport sector contributes to a quarter of the global GHG emissions. It is integral to countries’ Nationally Determined Contributions (NDCs) to mitigate global warming or control warming beyond 2 ℃ or 1.5 ℃ above the pre-industrial level. Climate change mitigation in the transport sector demands a tailored approach for cities of the global South- rapidly urbanizing with increased dependence on motorization- incorporating social aspects of sustainability. The study examines the delivery of climate change mitigation and Sustainable Development Goals (SDG) in Udaipur’s passenger transport sector through six SDGs. Over and above the Business-as-usual Scenario, the two scenarios presented are- the Technology Scenario, which recalibrates Udaipur’s available Low-Carbon Mobility Plan and the SDG Scenario, addressing social transformations applying assumptions derived from the primary survey in the city. The socially sensitive SDG scenario prioritizes the mobility demand of those with low or no mobility. It also enhances mobility by retaining the share of non-motorized transport (NMT), intermediate public transport (IPT), and public transport (PT) and regulates excessive use of private motorized vehicles. However, the SDG scenario causes a 26% increase in the vehicle kilometer traveled (VKT), a 24% increase in CO<sub>2</sub> emissions, and a 29% decrease in other GHG emissions over the Technology Scenario.</p>

Framework for assessing sustainability of urban transport projects—Case of India

<p>The majority of the population in million-plus cities of India, especially the lower- and middle-income groups, are largely dependent on public transport (PT), intermediate public transport (IPT), and non-motorized transport (NMT) for their mobility. There is a need to assess such urban transport projects with regard to their contribution to various developmental goals, such as the Nationally Determined Contributions (NDCs) in the context of the Paris Agreement of 2015 and the Agenda 2030 of the Sustainable Development Goals (SDGs), independently as well as in their interactions with each other. Ministry of Housing and Urban Affairs, Government of India published a checklist for project appraisal of urban transport projects in 2015. This viewpoint proposes to expand the existing checklist for assessing public transport projects, i.e., BRTS and city bus services, IPT sector, i.e., auto-rickshaw, E-rickshaw, cycle-rickshaw, and shared mobility like Uber and Ola, and NMT infrastructure, i.e., walkways and cycle infrastructure to include parameters related to climate change mitigation, relevant SDGs targets, and participatory governance.</p>

CCS under Article 6 of the Paris Agreement

Article 6 of the Paris Agreement establishes the foundation for international carbon markets by allowing Parties to cooperate to achieve their nationally determined contributions (NDCs). The Paris Agreement also embeds the concept of ‘net zero’ by calling for a balance between anthropogenic emissions of GHGs and removals of GHGs by sinks to be reached in the latter part of this century. All signatory Parties therefore tacitly acknowledge that meeting the Agreement's ambitious climate change mitigation goals relies not only on deep cuts in anthropogenic GHG emissions, but also on the offsetting of residual, hard-to-abate, GHG emission sources through significant increases in carbon removal from the active climate system and the storage of CO2 in enhanced sinks and reservoirs. In these respects, Article 6 potentially offers a variety of routes to incentivize CO2 capture and storage (CCS) including through emissions trading but also more novel means of cooperation that focus more specifically on carbon storage and which could potentially address some of the challenges posed for CCS over the past 15 years or so. In order to assess the status and outlook for Article 6 with a focus on CCS activities, we define three potential models for cooperation and undertake a comparative evaluation against the key criteria of effectiveness, environmental integrity, commercial and financial viability, progression and policy performance. We conclude with some observations regarding the factors that may influence the likelihood of these different market models evolving over coming years.

Power sector carbon reduction review for South Korea in 2030

This study investigates the cost-effectiveness and decarbonization of four essential carbon reduction strategies to achieve Korea’s recent 2030 NDC (Nationally Determined Contribution) goal in the power sector. Examining overseas experiences and identifying potentials and challenges in implementing these strategies in Korea, this study explores the performance of future Korean power systems under fifty-four configurations combining these strategies. The evaluation results indicate that: 1) Thirty-one of the fifty-four tested configurations can achieve the emission target (149.9 MtCO2e) with carbon abatement costs (COA) ranging from -$89 to $105/tCO2e. The optimal configuration with the lowest COA is a combination of nuclear restoration and renewable expansion strategies. 2) Renewable expansion significantly reduces the COA and levelized cost of electricity (LCOE). A pure renewable expansion strategy with photovoltaics of 68 GW and wind turbines of 35 GW attains the emission goal at a COA of -$54/tCO2e, in which the generation share of renewables reaches 42%. 3) A carbon tax of $104/tCO2e achieves the target if complemented by nuclear restoration. Otherwise, $120/tCO2e is needed. The COA and LCOE are increases by switching from cheap coal to expensive natural gas in both cases. 4) Twenty percent coal–ammonia co-firing combined with a carbon tax of $32/tCO2e and nuclear restoration can achieve the goal with relatively high costs compared with the optimal strategies. However, a co-firing strategy is limited because the generation shrinks at a minimum level when 40%∼ mixing ratios are applied, or when the fuel price gap between ammonia and natural gas becomes large.

Reducing Fossil Fuel Dependence and Exploring Just Energy Transition Pathways in Indonesia Using OSeMOSYS (Open-Source Energy Modelling System)

Indonesia’s commitment to the Paris Agreement and its Nationally Determined Contribution (NDC) is not adequately reflected in the significant CO2 emissions from fossil-fuel-intensive energy sectors, despite the enormous potential of renewable energy sources in the country. The ongoing coal regime has led to electricity oversupply and air pollution problems. Despite the huge challenges for Indonesia, a just energy transition away from fossil fuel is crucial. This study aims to explore the ideal energy mix and key emission reduction pathway in Indonesia in achieving a just energy transition using the least-cost optimisation energy modelling tool OSeMOSYS. Six scenarios are modelled over the period 2015–2050 including coal phase-out, NDC, the Just Energy Transition Partnership (JETP), and carbon tax implementation. The results highlight that solar power, geothermal power, and hydropower are the alternatives for coal decommissioning. Despite the large-scale investment in renewable energy under the NDC and JETP scenarios, emissions could be reduced by 55% and 52%, respectively, by 2050. Moreover, Indonesia’s current carbon tax rate will not lead to a significant emission reduction. Three recommended policies include (1) accelerating CFPP retirement; (2) imposing an aggressive carbon tax rate; (3) prioritising investment in solar technologies.

Development of ambitious and realistic targets to reduce short-lived climate pollutant emissions in nationally determined contributions: case study for Colombia

Limiting global temperature increases to below 1.5 °C requires reductions in Short-Lived Climate Pollutants (SLCPs), like methane, black carbon, and hydrofluorocarbons (HFCs), which is rarely reflected in targets within Nationally Determined Contributions (NDCs). Colombia’s 2020 NDC is explored as a case study for how Governments can integrate SLCP mitigation targets into climate change commitments. Methane and HFC mitigation contribute approximately 9% of Colombia’s GHG reduction commitment, and a separate target is included to reduce black carbon emissions by 40% by 2030 compared to 2014 levels. These targets are shown to be ambitious, due to the inclusion of a new black carbon target, realistic due to the identification of mitigation measures to achieve them, and additional to CO2 mitigation. Analysis of the planning process establishing these targets emphasises the importance of long-term planning to obtain agreement between coordinating institutions and implementing institutions on the utility of SLCP targets, and capacity-building within national institutions.

Assessment of revenue loss from illegal logging in Ghana’s informal timber sector

This study estimated stumpage, Social Responsibility Agreement (SRA) and carbon revenue loss from Ghana’s informal timber sector. Secondary data on confiscated timber were collected from 13 District Forest offices from 2020 to 2022. The timber species volumes were computed with their corresponding stumpage, SRA, and potential carbon revenue. The results indicate that US$ 14,670.73 was lost as stumpage revenue between 2020 and 2022 in the study Forest Districts. SRA revenu e of US$ 733.54 originally destined for the development of forest fringe communities was also lost. For the study period, the highest potential carbon revenue loss (US$ 37,572) was recorded in the year 2020. The findings have implications for the country’s forest sector emission reduction target under the nationally determined contributions (NDCs) and the realization of carbon revenue from the mandatory and voluntary markets. One key way to improve the forest revenue system is to address illegal logging as it is widespread in the country and contributes to the decline in stumpage revenue, which is one of the main sources of revenue for forest management and development at the local level.

Risks associated with global warming of 1.5 to 4 °C above pre-industrial levels in human and natural systems in six countries

The Topical Collection “Accrual of Climate Change Risk in Six Vulnerable Countries” provides a harmonised assessment of risks to human and natural systems due to global warming of 1.5–4 °C in six countries (China, Brazil, Egypt, Ethiopia, Ghana, and India) using a consistent set of climate change and socioeconomic scenarios. It compares risks in 2100 if warming has reached 3 °C, broadly corresponding to current global greenhouse gas emission reduction policies, including countries’ National Determined Contributions, rather than the Paris Agreement goal of limiting warming to ‘well below’ 2 °C and ‘pursuing efforts’ to limit to 1.5 °C. Global population is assumed either constant at year 2000 levels or to increase to 9.2 billion by 2100. In either case, greater warming is projected to lead, in all six countries, to greater exposure of land and people to drought and fluvial flood hazard, greater declines in biodiversity, and greater reductions in the yield of maize and wheat. Limiting global warming to 1.5 °C, compared with ~ 3 °C, is projected to deliver large benefits for all six countries, including reduced economic damages due to fluvial flooding. The greatest projected benefits are the avoidance of a large increase in exposure of agricultural land to severe drought, which is 61%, 43%, 18%, and 21% lower in Ethiopia, China, Ghana, and India at 1.5 °C than at 3 °C, whilst avoided increases in human exposure to severe drought are 20–80% lower at 1.5 °C than 3 °C across the six countries. Climate refugia for plants are largely preserved at 1.5 °C warming in Ghana, China, and Ethiopia, but refugia shrink in areal extent by a factor of 2, 3, 3, 4, and 10 in Ghana, China, India, Ethiopia, and Brazil, respectively, if warming reaches 3 °C. Economic damages associated with sea-level rise are projected to increase in coastal nations, but more slowly if warming were limited to 1.5 °C. Actual benefits on the ground will also depend on national and local contexts and the extent of future investment in adaptation.

IMPACT OF GREEN CAMPUS TRANSPORTATION PROGRAMS ON EMISSION REDUCTION TARGET 2030

The effects of climate change on the environment, human health, and economy are significant. Global warming and climate change are primarily caused by emissions of greenhouse gases, especially carbon dioxide. In response, Sebelas Maret University, an Indonesian higher education institution located in Surakarta, Central Java, established the Emission-Free Day, held on the first Friday of every month beginning in July 2020. This study aims to evaluate the efficiency of the Emission-Free Day in achieving 2030 emission reduction goals. This study analyzes the effect of the Emission-Free Day on reducing emissions from motorized vehicles on college campuses. The Tier-1 method, applying emission factors from the Guidelines for National Greenhouse Gas Inventory published in 2006 by the Intergovernmental Panel on Climate Change (IPCC), was used to estimate the emission reduction. The findings indicate that while the Zero Emissions Program aligns with the Sebelas Maret University Green Campus Policy, its contribution to the 2030 emission reduction targets specified in the Nationally Determined Contribution (NDC) is negligible. Additional measures are required to enhance emission reduction efforts, such as the establishment of a Centralized Parking Facility, the implementation of an RFID card system to restrict vehicle access to the campus, the introduction of a ridesharing program, the provision of employee shuttle services, and the promotion of the use of public transportation. These attempts will support global emission reduction efforts and significantly contribute to achieving NDC targets. The study emphasizes the significance of instituting a variety of complementary programs to effectively combat emissions from motorized vehicles and promote a sustainable and low-carbon campus environment.

Strategic Implementation of Nationally Determined Contributions for Waste-to-Energy Utilization in Indonesia

Municipal solid waste (MSW) stands out as a significant contributor to greenhouse gas emissions, with Indonesia ranking among the world's largest contributors. The Nationally Determined Contribution (NDC) commits Indonesia to minimize MSW emissions through renewable energy development, a central aspect of addressing the climate change crisis. In response, Presidential Regulation Number 35 of 2018 was introduced to vitalize these efforts. However, despite these initiatives, the existing legal framework has not adequately addressed the issue. This research aims to address two pivotal questions: How does Indonesian law regulate the conversion of waste into energy? To what extent do current regulations encompass Waste-to-Energy power plants? Employing a normative legal analysis, this study critically examines national legal instruments related to renewable energy, utilizing a statutory approach. Our findings underscore that current regulations concerning renewable energy lack effectiveness in ensuring availability, resilience, and national energy independence in a sustainable manner. Our study contributes to the existing body of research by delving into aspects of Waste-to-Energy regulation in Indonesia, an area that has not been extensively explored in previous studies.
